Purpose of Position: NEDCO and Willamette Neighborhood Housing Services (WNHS) are two nonprofit community development organizations that merged as of January 1, 2019. Together we serve six counties (Lane, Linn, Benton, Lincoln, Marion and Clackamas) across four offices. Our Asset Building department provides a full spectrum of services to help individuals and families gain financial stability, build assets, and achieve a stronger financial future. Homeownership for low-moderate income families has long been a cornerstone of our asset building programs, and our counselors provide education, counseling, and access to financial assistance tools to help families realize their dream of homeownership.
The Manufactured Housing Program Manager is a new position that will develop specific expertise in issues unique to owning and maintaining manufactured and modular housing. The Manager has a unique opportunity to lead our efforts in this work and will become our resident expert on all things manufactured housing, working closely with a coalition of partners and directly with clients, including those purchasing a new manufactured home, buying/selling an existing home within a park, replacing dilapidated homes, or who face displacement from a manufactured home park. The Manager also develops strong relationships with other partners (including other nonprofits and state/local government) working with buyers/owners of manufactured housing. We anticipate about a third of the time will be spent working directly with clients and two-thirds on program development and stakeholder engagement.
- Spearhead organizational knowledge and capacity building around issues specific to manufactured housing; work with the Management Team and partners to identify in which areas NEDCO/WNHS should expand and/or pursue new lines of business, including but not limited to:
- Education and counseling of families looking to purchase a manufactured home; current owners looking to buy/sell manufactured homes; residents at risk of park displacement; etc. (This is the top priority area, and will also entail direct service with clients.)
- Development of manufactured/modular clusters and subdivisions for purchase by low-income first time homebuyers.
- Repair/rehab of older manufactured homes;
- Gap lending on replacement of dilapidated manufactured homes.
- Develop expertise in the field of housing counseling and education for manufactured housing; attend training; coordinate trainings for other Asset Building (and partner) counseling staff.
- Lead (both individually and as part of the larger departmental team) comprehensive manufactured housing group education and individual counseling, which may include analysis of budget, credit and debt; evaluation of housing options; referral to reputable MH dealers and mortgage lenders; etc.
- Work closely with colleagues on the asset building, repair/rehab, and lending teams to provide clients with comprehensive access to all available services.
- Coordinate referrals to other social service and assistance programs, to assist clients in addressing their greater financial, housing, and employment issues
- Foster and maintain close partnerships with other offices and organizations active in manufactured housing, including attorneys, municipal staff, other housing agencies, and local social service agencies.
- Compile and maintain complete and accurate client files and statistics
- Spearhead partnership development and occasional advocacy/policy efforts around our work in manufactured housing
- Support development of Asset Building and other organizational programs through public speaking, outreach and program implementation
- Provide language-appropriate instruction, counseling, and translation as needed (Bilingual Counselors only)
- Other specific projects as assigned or developed
Training: Training on manufactured housing industry-specific information available. Skills and professional development training as opportunities and funding are available (including homeownership and foreclosure prevention programs and regulations, credit counseling, financial analysis, etc.)
Requirements (Knowledge, Skills and Abilities):
- Ability to maintain equal levels of professionalism, compassion, and determination while helping vulnerable clients navigate complex systems;
- Ability to work with – and develop strong partnerships with – a wide variety of stakeholders including clients, social service partners, municipal staff and elected officials;
- Experience with new program development or program expansion highly recommended;
- Experience in lending, credit, financial planning, homeownership and/or manufactured housing issues preferred; ability to quickly learn and apply complex knowledge related to these systems required;
- Ability to develop trusted relationships with residents of manufactured homes, including community organizing within home parks;
- Previous experience working with individuals in one-on-one/counseling setting and/or with group education;
- Strong advocacy skills;
- Experience working in a constantly changing environment;
- Bachelor’s Degree preferred; relevant experience, including lived experience, can be substituted for a degree;
- Ability to work with people from diverse backgrounds;
- Willingness and ability to adapt quickly as program needs evolve; must thrive in a fast-paced work environment;
- Must be proficient in basic math functions, including ratios, fractions and percentages;
- Proficient in Microsoft Office suite applications including Word, Excel, and Outlook;
- Valid driver’s license and driving record that meets minimum insurance requirements to drive the company cars;
- Availability to travel statewide and nationally including occasional overnights and weekends;
- Ability to work a flexible schedule including weekends and evenings as program delivery requires;
- Ability to work independently within a flexible work structure and to contribute as a valuable member of an integrated team;
- Bilingual English-Spanish preferred but not required.
