Community LendingWorks (CLW) is a nonprofit community development loan fund with a mission to provide safe, affordable loans to individuals, families, and small businesses who are underserved by the financial mainstream. From individuals with no credit or rocky credit, to businesses that are too new or too small to work with a traditional bank, CLW provides a variety of consumer and small business loans to help our community (and everyone in it!) thrive.

We’re looking for a Senior Loan Officer to join our growing team. This position is responsible for driving business development and loan origination in a given geographic area (in this case, Clackamas County, with overflow into Portland Metro and northern Marion County) – primarily focused on micro/small business lending, but also some consumer lending. As a Loan Officer, you will work with a wide variety of people, including low-income consumers establishing credit for the first time, entrepreneurs and start-up businesses, more established small businesses ranging from artist market vendors to multi-million-dollar firms, and referral partners from various business, banking, and economic development sectors. Loan Officers are responsible for generating new business in order to meet production goals, so the position includes significant outreach alongside loan origination. CLW is also a relationship-based loan fund: our success is dependent on the strength of the relationships we establish with every borrower and every community partner. We’re looking for someone who is equally comfortable being out in the community building relationships and being back at the office taking care of the details that go into building and completing loan applications.

Skills and Qualities You Should Bring: 3 -5+ years of loan origination experience, in small business, or consumer lending; ability to analyze business plans, financials, and other information to gauge alignment with CLW underwriting criteria; experience working with diverse clients and partners; great interpersonal skills including a positive attitude and strong communication skills; belief in CLW’s mission, and a strong desire to serve non-traditional populations. Bilingual English/Spanish strongly preferred but not required.   

Salary Information:  This is a full time, exempt position with a salary range of $46,650 – $66,400, with the possibility to earn bonuses for exceeding annual origination goals, plus benefits. Salary commensurate with experience. 5% pay differential for bilingual English/Spanish.

Location: The position is based in our Oregon City office. Travel with your own vehicle is required; mileage reimbursement is provided.

Schedule: This position can choose from three work-week options: 4/10s (M-Th), 5/8s (M-F), or 4/9s+4. Occasional evenings and weekends are required to attend community events, meetings, trainings, etc.


CLW was founded by its nonprofit affiliate NEDCO (Neighborhood Economic Development Corp) in Lane County in 2011. It has now grown to serve Coos, Douglas, Lane, Linn, Benton, Marion, and Clackamas counties, and has doubled in asset size roughly every two years. CLW has historically provided consumer and small business loans, and is beginning to expand into affordable housing finance. We started with 1.0 FTE, and have grown to 5.5 FTE. NEDCO was established in 1979 as Oregon’s first Community Development Corporation. Over the past three decades, we have revitalized communities, built affordable homes, and assisted over 20,000 people to manage finances to build assets such as homeownership and small business. On January 1, 2019, NEDCO merged with longtime partner Willamette Neighborhood Housing Services (WNHS), a nonprofit affordable housing developer based in Corvallis, Oregon. The merged organization now serves 7 counties with a staff of almost 50 people.

NEDCO/WNHS (new name coming this fall!) and CLW work integrally together to accomplish our joint community development mission. We share a Chief Executive Officer, finance and development staff, offices, and overlapping board members. When you become staff at CLW, you are also part of the bigger NEDCO/WNHS team!

Community LendingWorks (CLW) is a community development loan fund dedicated to providing safe, affordable, consumer and small business loans to individuals and small businesses who are underserved by the mainstream financial industry. CLW is a Community Development Financial Institution (CDFI) and an affiliate of NEDCO, a nonprofit affordable housing and economic development organization. CLW and NEDCO work in close partnership to help individuals and families gain financial security and opportunity, help small businesses start up and grow, and help neighborhoods revitalize and redevelop.


CLW Loan Officers are primarily responsible for recruiting and originating consumer, micro and small business loans that are consistent with CLW’s community development mission and underwriting standards. Loan Officers are responsible for developing a pipeline of prospective borrowers, through both direct outreach and partnership development with local loan officers, service providers, and economic development programs. Loan Officers have annual origination goals for both consumer and small business loans. The loan officer will also work with the CLW team to recommend and develop new loan products and services to meet community needs. The loan officer will develop new relationships, maintain existing relationships, and communicate effectively and enthusiastically the mission of CLW and NEDCO, and the value both organizations add to community development.



  • Develop and maintain professional relationships with – and market CLW products to – current and potential borrowers who fall within CLW’s target communities, including low income individuals and families, entrepreneurs, existing small businesses, rural communities, communities of color, etc.
  • Develop and maintain professional relationships with – and market CLW products to – partners who can act as trusted referral sources – including loan officers within the mainstream banking system, business development agencies, city/county economic development staff, chambers of commerce, social service agencies, etc.
  • Communicate clearly and effectively with a wide variety of audiences about CLW’s mission, available resources, and steps to apply for a loan.
  • Perform financial analysis, due diligence, and project feasibility assessment for potential loan candidates.
  • Help potential borrowers gather the necessary loan application package/documents, along with business, financial, and personal background information as needed to move forward with the application.
  • Originate consumer, micro business and small business loans, including evaluating an application package for completeness, performing an initial analysis of the applications compatibility with underwriting guidelines, and (if needed) writing a credit memo for the Loan Committee with detailed analysis and recommendations for terms and credit structure.
  • Present business loans and larger consumer loans to the Loan Committee.
  • Provide business development and technical assistance services for potential borrowers needing help with basic business planning and training.
  • Conduct periodic site visits and/or desk reviews of borrowers by phone.
  • Identify new opportunities for CLW services and loan products, in expanded geographic areas and or in the creation of new loan products to address unmet community needs.
  • Provide accurate information on all NEDCO programs & services.
  • Other duties as assigned to contribute to the overall success of CLW.



  • Strong belief in the mission of CLW and NEDCO; desire to help small businesses establish and grow, and to help families become more financially stable;
  • 3 -5+ years of experience in loan origination required, preferably in business/commercial lending; proven ability to generate loan volume and to develop strong client relationships;
  • Bachelor’s degree in business, finance, or related field strongly preferred;
  • Knowledge of a wide spectrum of loan products, including consumer, auto, and small business;
  • Thorough understanding of basic principles of accounting and financial analysis;
  • Experience working with a diverse group of clients and partners;
  • Excellent verbal and written communication skills;
  • Exceptional customer service skills – with clients, partners, co-workers, and everyone else.
  • Ability to manage time and juggle multiple demands in a time-sensitive environment;
  • An entrepreneurial spirit with the ability to work with a minimum of hands-on supervision;
